I know you are trying to help and offer a solution, but please replay the video and try to understand the argument. Did you not hear the encyclopedic list of "should have" and "shouldn't have"? There's a million answers to what to do to be safe when at risk for police murder. We come up with them to try to convince ourselves that these will keep us or our loved ones safe. You're well-intentioned addition is just another item on the list.
There is nothing you can do to protect yourself in the current environment if the cop is "afraid for his safety". Did you hear the voice of the cop who had just shot Philando Castile in MN; his high-pitched almost hysterical commands betray the fact that he was scared out of his wits.
The rookie cop that shot Tamir Rice in OH had been dismissed from a previous police agency because he emotionally decompensated during lethal force training. He was so freaked out by a 12 yr old that all he could do was pull the trigger.

No speech, behavior, ID or neon-sign will protect you from a scared or sociopathic cop who has been told that he can shoot almost no matter what.

The current ethos is that cops can murder with almost no accountability. Until society starts to discipline, prosecute, and imprison trigger-happy sociopaths, no ID around your neck will protect you. We have to change the cops and the system, not its victims.
