1) If Pence goes first, tRump appoints a new VP that has to get past Republican moderates in Congress.

2) If tRump goes first, Pence ascends and appoints a new VP that has to get past Republican moderates in Congress.

3) If tRump & Pence go at the same time (possible but hard to arrange), then, and only then, Ryan is forced to ascend.

4) If tRump, Pence, and Ryan go at the same time (possible), Orrin Hatch ascends.

5) If sanity prevails, Constitutional Scholars and Congress will use a combination of tools perhaps including Article II, Clause 6:

In Case of the Removal of the President from Office, or of his Death, Resignation, or Inability to discharge the Powers and Duties of the said Office, the Same shall devolve on the Vice President, and the Congress may by Law provide for the Case of Removal, Death, Resignation or Inability, both of the President and Vice President, declaring what Officer shall then act as President, and such Officer shall act accordingly, until the Disability be removed, or a President shall be elected.

The purpose would be to take the Presidency away from the Party that treasonously stole the Electoral College and restore it to the winner of the majority of the popular votes, Hillary Clinton, who would have it already in all Presidential democracies except the USA (American exceptionalism again).

Article II, Clause 6 is the basis of the two succession Acts since WW2, but the point is that Congress at any time can pass a law to control the succession. It would of course have to have an agreeing President actually sitting at the time.
