I don't know how to say it exactly in english.
Since it is a National building, highly symbolic, is there no specific rules and maybe some changes impossible to make.
Is he free to do any change he want?
If so, I understand your worries. He NY home is what I have seen the most hideous. Gaudy, tacky, looks more like a whorehouse than a place you live in
