but there is one at the federal level it's still illegal to posses in a state without any such law.

5. You are confusing the argument. That would be a case where alcohol is legal at...

the federal level but illegal at the local level. The case of pot is where it is legal at the local
level but illegal at the federal level. In both cases though the government entity (federal or local)
where the item is illegal can prosecute people who possess the item (even though there is
no law against possession in the other governmental jurisdiction).
