4. He was prevented from doing so by election law in Florida

Could have only happened through consent of the Governor (and we both remember who that was) or by court order. Gore followed the election law contained in the recently revised state constitution and was unfortunately prevented from requesting a statewide recount other than through those two routes mentioned above....

And the Country has still not recovered....
