This is a pattern with Tea Bagging Republi-thugs: "It's easier to 'apologize' than it is to get permission".

We could start with their War on Iraq as an example of that assumption and I'm sure that if we drill down a little, especially amongst the newer members of the Tea Party fraternity in the House of Representatives we could find some more examples at the local level.
