I think that's obviously what happened. Rand Paul goes on Faux News and says Brennan's pension should be revoked for saying nasty things about Twitler. Trump see it, calls Kelly in and tells him to do that. Kelly explains you CAN'T do that...and Trump asks "well then, FIND ME SOMETHING I CAN REVOKE!" And here we are.

Using weapons of mass distraction is something the Republican Party generally does very well. But I don't think Trump has the brains for it. I think he just watches TV, and REACTS, with no ability to control his instinct to strike back.
