I think it is the top two candidates who have the final vote tallies regardless of party that determines who the final candidate would be in the election (I think). Reich's idea makes sense, as usual, therefore it will not happen. I am not quite clear on this type of voting strategy in CA, but I bet RandySF could explain it.
