Man, he really has it out for Biden. He's got some good points, but I still kind of feel sorry for old Joe. Anyway, very funny segment. Thanks, Rhiannon! 
Since the usual content of their monologues makes it clear what political side they're on. I'm guessing that he'd be more than thrilled if Joe Biden - or any of the candidates - agreed to appear, which several of them have.
