Most people when pressed for an answer take a moment to pause before answering. It’s a way of getting your thoughts and to prevent saying something stupid.

Mulvaney doesn’t do that. He seems like a person who wants to be first with the answer.

It also looks like he is used to winning arguments by blustering. He doesn’t have to be careful what he says, he can just brazen it out and win by asserting he’s right.

He also gets angry and that makes him blurt out things he shouldn’t. Reporters need to keep getting under his skin

I’m expecting more good things for us from this guy.
