It's gentrified hugely over the course of my life, but I'd guess there's still a fair number of PoC's in the city ... which is the County Seat of Contra Costa County ... a pretty damn liberal county overall (and the one I call home, even if I don't currently live there).

Personally, I would have suggested she choose a pointillism approach - would use less paint - but would require her to have actually attended an art college where she might have also learned a bit of critical thinking and some understanding of social issues and also maybe something about performance art.
