2. Why did they let her act like that?

They should have asked her to excuse herself and return when she could comport herself appropriately. If that didn't work (and it wouldn't), they should have had her assisted out of the chamber, only to be allowed back in with assurances that she would act like she was speaking at an official state government hearing.

Not only was this borderline painful to watch, it could easily encourage others to act like this. It'll get them publicity.
