To make hunting down escaped slaves and obstinate natives legal. It seems unlikely that, having gone through a revolution, costly in terms of money, lives, society upheaval and having constructed a document that provided for peaceful changes to laws and government, the militia reference would refer to providing the ability to destroy their document and government by armed force. Just doesn't make sense.
If I'm right, another thing that needs to be taught better.
