NEW: The Trump administration lied about any vaccine reserve; they, in fact, already sent out all the vaccine and expanded eligibility such that the public would flood toward a pinch point (that across right wing media and red states would result in the Biden administration being blamed for an alleged incompetent rollout.)
Communications fraud about vaccine access is ongoing. The federal government controls the supply, allocation and distribution, so governors may not contract for their states' vaccines from pharmaceutical companies. Supply scarcity invites theft and profit exploitation, and so "More is better" is the national standard.
