Since it would take years to get to the $15/Hr. there is time to determine what those appropriate rates should be with a minimum increase right away to $11/hr or something else.

.... unison with his constituents.

He likes to be hyper cautious,... he thinks that is being fiscally responsible and gives him facade of being moderate, so consequently more likeable and vote worthy.

But in reality Manchin just gums up the works and slows thinks to a snail's pace so he makes the Dems look like a do nothing congress.
