Unless it's like a traffic laser or an instrument to measure the distance, say from earth to the moon, but that would just reflect back a diminished laser pulse that was sent. If voting booths are indoors, how do the lasers get to them?

Not sure how a laser would alter data in equipment that isn't designed to have laser input.
