UK. My cousin is a top Employment lawyer in London and of his top 5 Financial clients in 2016, they set up new companies in Paris. The French and the Germans are intent on ripping the EU business that resided in The City, over to them, and there's nothing the British can do about it. The City was essentially the Clearing House for the EU, and obviously that will move over the Channel.
