Since they are investigating if TFG broke State law, Kemp could pardon the orange slobfather.

Hard to believe he'd do that with the entire nation watching Georgia, but then I remember what he did himself during the governor's race.

If I'm reading this correctly, it would be the Georgia State Board of Pardons and Paroles that would have to issue the pardon. Of course, members of the board are appointed by the governor. Not sure how many current members are Kemp appointees.
