They're being unloaded at the Shanghai port. I believe Teslas are made in the US and imported there.
Lots of imports in the China auto market, and Teslas are popular status symbols, just like here.

Yes, there is a new operational Tesla factory in Shanghai.
There are also factories being built in Berlin and Austin, TX.

The Teslas you see on the road were built in Fremont, CA.
