to be a better way. This is just cruel.

Governor Hochul has a lot on her plate including this ongoing problem but seems to be a doer. If she makes a mark early on she has a good chance to win.

Can the extra mfg and installation costs of that monstrosity possibly be justified by any practical benefits ?

and not sure breathing the subway exhaust is real healthy, either.
so, yeah, i do think there is a purpose.

(1) Freezing to death; (2) Going to a poorly run, filthy and unsafe homeless shelter; or (3) breathing heated subway exhaust, option (3) doesn't look so bad!

. . . and iit is part of the same failure that caused people to drown during the storm in in illegal basement apartments a couple of weeks ago. And it is not merely DeBlasio's failure, but a failure over many decades by both the city and the state to address the problem of ensuring an adequate supply of safe and affordable housing.
