It isn't "the same exact power" if there are 50 or 60 republicans willing to vote for the "bipartisan" bill who won't vote for the larger package.

It seems like the CPC is well aware of this and is trying to keep Pelosi from bringing it to a vote at all - because the worst-case scenario is for half of the CPC to vote against it and have it still pass. The half that voted for it would get roasted by their colleagues and the caucus would look powerless.

And you've just got to know that republicans will have a whole list of members holding their votes until the end so that they can ensure that it passes by just one or two votes.
