It says they SHALL not be a Senator or Representative. Period. So it is simply a matter of how, the procedure. It doesn't even establish a method. It is simply SHALL. The 2/3 Requirement at the end is for Reinstatement. To "remove the disability" to serving as a Senator or Representative.

So the SHALL is to be worked out. But it's still sure to create a ruckus, and litigation.
