Contrary to popular belief, the Pan Flute is NOT from Peru or South America - it's a traditional, indigenous folk instrument of Romania. Gheorghe Zamfir, the King of the Pan Flute, is Romanian - and he was one of my teachers. Yes, there are similar folk instruments in South America, but they are not true, authentic Pan Flutes. The Andean street musicians just started calling them Pan Flutes after Zamfir became phenomenally popular, to hitch a ride on his coat tails, so to speak.
