New neighbor a few doors down. Always out on her porch screaming into her phone odd statements such as, " I'll cut your fking tongue out," etc., etc.

And this, often at 1 or 2 am as well as more normal hours.

2. With these two - and their like - I think they feel there is no need to control themselves

If they just happen to feel like doing or saying anything, they just go ahead and do or say it - no matter how rude, hurtful or inappropriate it is. They feel it's their "right" - and there's a name for this... privilege.
