Wasn't Ukraine a part of the USSR when the USSR was a member? So shouldn't it have veto power too?

the permanent membership seat on the Security Council from the USSR to The Russian Federation - Ukraine did recently mention this issue.

If at the end of all of this, Ukraine was recognized as the legal Russia, and the Russian Federation was not.
