Im sure they could attain total air superiority quickly if they decided to do so but maybe the cost is too high. It does make me think of the Winter War where the USSR invaded Finland. They ultimately won but their poor performance is said to have encouraged Hitler in his plan for the German invasion of the USSR.

Hes lost his edge, but the young guns are afraid to draw down on him because of his reputation. He usually gets shot in the end
