The confidence Russia would not use tools at its disposal strikes me as irrational.

Russia would not seek to match NATO in a conventional war because of course that wouldnt be effective. Here, asymmetrical warfare includes nuclear warfare, and possibly other nonconventional weapons.
I agree with his statements that a limited no fly zone is not workable. No fly zone always involved neutralizing opposing military assets and capacity.
