1. Ordinary Russians with any money in the bank have already been hurt

since they've been frozen out of their bank accounts and ATMs don't work and plastic doesn't work. If they have a roll of rubles and manage to get out of the country with them, they find that those are practically worthless.

As for NASA, they're not going to be hurting that much with the loss of the Soyuz lander, they've already tested the SpaceX Dragon and it performed well. It's just not already docked at the ISS as an emergency lander.
