In some form. When Mueller failed to investigate the Trump's, it was a near certainty that at some point Trump would file legal action against his victims. It is how he always operates. And he will likely ask the nation to pay for his legal expenses. Right now, Trump has established himself as being above the law and this is the outcome. The nightmare is being strung out over several years. Why he is not behind bars right now is the unsolved mystery and that must change for the sake of America.
