Being a war-on-drugs cheerleading hardass, on one hand -

while owing most of his fortune to his dad-in-law's drug trafficking, on the other.

Possibly, they are also sharing profits with rogue CIA elements - like Ollie North and Dick Secord did through 'The Enterprise' in the '80s (hence their getting off with a slap on the wrist).

While I don't doubt that most in the CIA and the other agencies frown on such activity, it's simply impossible for them to keep tabs on every agent and asset - least of all their most highly-trained and skilled personnel, if they decide to 'break bad'.

And when they do, who do they collude with? With well-connected businessmen with clean record, naturally.

And that's where the Jimmy Chao's of the world come in. Much to Mitch's delight.
