Exhibitionists are not aggressive, but are very timid and scared. The best response is, "Hi, aren't you afraid it will get cold?"
In fact, it is the fright reaction that turns them on.

I was in junior high when most of them happened.
Maybe everyone with cameras will put a stop to it.
I know that if happens again Im gonna see to it that they wont do it again.
They Will be sorry.

Maybe I think too violently but I can't see any reason why they should have allowed this to happen.

(111,329 posts)I was helping her wrangle three preschoolers when a weenie wagger jumped out. The acquaintance just pointed and asked him if he called that silly little thing a penis. The kids giggled. He ran. Cops were not called.
I don't know what the escalation rate is for these guys, but I would imagine it's quite low. It does happen, though, so it needs to be taken seriously if they're frequent offenders.
This guy seems like he's one who might escalate the behavior.

I was seated in my car playing Pokemon Go, not playing with myself!
The smartphone was near my lap, and there's an upward swiping motion on the phone's screen to catch the creatures.
A woman in her car, about six parking spots away from me at that park, called the police on me immediately! I had looked over at her briefly as she was backing up her car to leave the park, with her holding a smartphone next to her ear. She was the only other person at that park before she left too.
It looked like the cop was driving about 60 mph -- with a 10 mph speed limit on the park road -- just before he slowed down to pull behind my car! He exited immediately to approach me, while asking me what I was doing in there.
I replied that I was only playing Pokemon Go on my phone! By then, he was looking through my driver's side window and down toward my crotch... which was completely covered by blue jeans.
He smiled and said, "Oh! That's what you're doing!"
Then he told me it was getting late, so I should leave now before the park was legally closed to the public.
He never explained why he pulled behind me so fast, as if a rape or murder was in progress! But I figured it out later, putting two and two together.
