To which I would add, thanks to Justice John Paul Stevens idea, "when serving in the Militia" directly after Arms, as he says for clarity.
Well regulated.
Militia. Which means state's National Guards.

(45,454 posts)arms can be defined in various ways. Any restriction on any type of arms can be "infringed" like rocket launchers and fully automatic machine guns, or even bombs and chemicals.
They never want to talk about "a well regulated militia" because the US didn't have a standing army when the 2A was written. Part time state militias were the only armed forces until the Coast Guard and other full time armed services were established. So I would think of our National Guard and Reserves as the militia today, not untrained undisciplined idiots.
