9. Yes from what we can piece together, their lives are at risk.

The DOJ is afraid the witnesses may be harmed or bolt.

And it sounds like FBI agents are softening up other potential witnesses.

Witnesses are probably getting paranoid and jittery which can be good or bad.
But it is when they make mistakes and start flipping.
