Ukraine has a motive--making it so uncomfortable for the Russian high command that they decamp to a safer location, preferably back in Russia.

Or it could be the poorly trained, poorly motivated Russian troops, an incredibly dangerous attempt at fragging or maybe just boredom at reducing piles of rubble that used to be farmhouses into shorter piles of rubble. Or it could be the Russians, "we built it, we can do whatever we want to it," not recognizing the consequences.

In any case, the plant is due to be rebuilt or mothballed in 5 years, so the loss of generating capacity should have a fix in the works. It's that the Russians, especially, don't seem to understand just what fallout from that thing would do.

After all, Chernobyl wasn't on their soil, either.
