(1,301 posts)why do they need to put handcuffs on someone who has surrendered? Nothing to do with bannon per se, just in general. ???
My guess is that most cops/DAs have a standing policy to put on the cuffs due to safety concerns. Now since they usually deal with a lower socioeconomic class of defendants, nobody notices or minds. It's only when a rich white person is hauled into court that anyone pays attention.
Furthermore in those cases I'm sure cops and prosecutors get an extra thrill of cuffing the perp. In most cases they have been investigating to person for a while and they are pretty sure the person has broken a law or three. People in the law and order business love, well law & order, so it's a buzz to slap on the bracelets.
Justice matters.
