have "veto" power over the preposed target. This would ensure that no targets in Russia would be hit but allow them to hit targets in all of the occupied areas as well as increase the area where missile systems can be fired from.

Not said or implied, but it would also give the Ukrainians the ability to escalate their response in the future by being able to strike targets in Russia.

I'd guess that use of long-range missiles come with an agreement on how and when and where they are used.

There was video on Sept 12 of a base near Rostov on Don being hit with explosions. I can't post it, the video was yanked very quickly.

Ukraine has been steering clear of cities and just going after rail lines (but not stations) and staging areas where ammunition is stored and/or Russian bombers stationed. It's why Russia is so terrified of the HIMARS system, it's got a long reach and is frighteningly accurate. It's also nearly 30 years old, I hope someone is around to remind them of that. Range of the HIMARS is around 300 miles, so longer range missiles would seem to be most useful at striking within Russia and/or taking out what remains of their surface navy in the Black Sea.
