and most likely even supply your own tools. Where you run into trouble (and I'm not pointing specifically at this case) is when you represent yourself as 'contractor/builder', or any suggestion of 'licensed', rather than just 'labor' (because you are not in this jurisdiction) - or accept any type of money or 'payment' (even if you claim your just covering materials) - because that represents a business arrangement and type of contract.

Rip offs, scams and cons (again not pointing to this person) are well known and notorious following natural disasters (as are volunteer efforts) - so LE, and citizens, have ample reason to be keeping an eye out.
