1. We can start with small steps like this to end the over use of force.

I'd suggest a law that requires a BLOOD test on every LEO that uses force. That would include drawing a weapon. The blood test would include illegal drugs, alcohol and steroids.
Police populations are just like the rest the US population, in that they use drugs and alcohol at the same rates. At a much higher rate for steroids.
Knowing this, those that might be impaired, will think twice before pulling weapon or ruffing up a citizen.
This can be used as a "condition of employment". No ifs, ands or buts.
The use of camera phones and CC cameras have helped. This like those could go a long way in stopping abuse.
Be hard for POAs to complain too much about it. Hey, we need clean and sober armed police in our communities.
