I am very much in favor of this fund, but am sick of those causing problems passing the buck!

People who create hostage situations should be charged for the entire cost of the SWAT team response.

Why not? If a person has an accident & requires am ambulance, the injured person is required to pay hundreds for emergency services.

Same should be true of emergency measures for damage done to our beautiful planet, caused by big oil & coal.
