to shoot a fleeing suspect - ON AN ALLEGED MISDEMEANER - IN THE BACK AS THEY ARE RUNNING AWAY. And no threat to the cop at that point.

2. This is effectively the DEATH penalty for shoplifting and fleeing. Over a 10 dollar item?
