Good grief, this is really demonstrating the inherent flaws in top-down, overly centralized government headed by a damned fool who is too busy with other matters to listen to any reports from the area.

Meanwhile, Ukrainians have been using rowboats with motors to carry people over to the Ukrainian side and reporting that they're being shelled while they do it.
