0 represents those who don't understand binary, 1 represents those who do.
In cave man days, back when you had 2048 bits (256 bytes) or less to work with, every bit was precious.
The "10 types of people in the world" statement has an ironic meaning beyond "one-zero-base-two equals two-base-ten."
It evokes all the horrors of off-by-one errors in computing.
