in which a mouse air raid warden has trouble extinguishing a candle? I have convinced myself I remember it, but can find no mention of it anywhere.

I've never seen Fantasia 2000, but am remembering from my childhood (somewhat before 2000). I'll have to find a DVD and check it out. There are a few websites specializing in animated shorts, etc. from the early years of cinema which didn't match the description to an actual film. Most of what passes for animation today makes me ill. Thanks for the tip!
