I think there was a defect in that bag.

That guy was not pounding on the wheel or dash hard enough to do that.

The mechanism is based upon hitting a certain g force that causes a little conductive sphere to force it's way through a retaining ring and make contact at the base.

If he was hitting the surfaces that hard, he would have already have broken a hand.

They are designed to be very unlikely to go off by accident, because after all, there is a high explosive pellet in there to cause the volume and velocity of gasses needed to pop that bag open that quickly.

That is a bummer for that guy.

It had to be a defective bag because there was not enough force to deploy a good one. Might have been one in a million, but I guarantee you that guy will never beat on his dash or steering wheel again.
