This phrase intrigues me.
It's a shortening of an earlier saying, "The blood of the covenant is thicker than the water of the womb". Which is to say, voluntary associations are stronger than involuntary ones. Which is the exact opposite of what "blood is thicker than water" is used to mean today.
Anyways, just one of those little bits of trivia I find amusing.
