Trivia: Time Zone Offset - hours: most, 30 minutes: a few, 15 minutes: ???

Most time zones are offset a few hours from other time zones. A few, like India, have a 30 minute offset. There is one country, however, that has a rather quirky 15 minute offset. Can you find it (not easy) ?

The others are the Chatham Islands (near New Zealand), which is UTC+12:45, and a small section of Australia, which is UTC+8:45 (this is known as Australian Central Western Standard Time).
