Can't say as I blame it though.
It looks somewhat taken care of so hopefully there's a house nearby that it belongs to.
I don't want to think of the other possibility.
Several years ago, it was winter, my wife was working third shift at a grocery store and a pickup truck drove by and someone threw a tied up bag out the window and there were two kittens in it.
She brought them home and we had two new family members.
A tuxedo we named Brother and his sister, Tigger Tiger.
Those asswipes that threw them out don't know what they missed.
