They want you to buy the thing before you have a chance to change your mind, even if they are ordering more themselves.

is that they tell me if the price has increased or decreased when it's in my cart.

I think if it is in your cart, they think you are committed and jack up the price. If it's in your wish list, they drop it to try to get you to buy it.
