Wordsmithers, pitch in.

I know that there are words that we all need to avoid because they are politically incorrect. So, I'm trying to avoid those tags to properly define an ornery person who cannot control themselves when it comes to showing their distaste for you. They tend to cross the line of common decency and civility, like walking by and turning on your outside water faucet. Something, that a minimum, is passive aggressive.

What words come to mind? I have a few, but I think they're not PC.

Or you could go literary.
In the last few pages of Lewis Carroll's 'The Hunting of the Snark", the Snark turns out to be a Boojum.
The most dreaded and horrid thing that the already dreadful Snark could be
Call that punkass fool a boojum

It doesn’t roll off the tongue, but it’s likely that the people you describe suffer from Cluster B Personality Disorders (Narcissists, Sociopaths, Psychopaths, Histrionics, and/or Borderlines). Now, because they’re SICK, and they are, you may catch flack for calling out a sick person who can’t do anything about the fact that they’re sick, and it’s true. They’re incurable and (mostly) untreatable, but the difference is this. They know that they are bad people. Put them under a spotlight, and they turn into the sweetest, nicest, most honorable, poor victims you have ever seen. In private, however, they are mean, sadistic, selfish, exploitative, and, generally, very BAD PEOPLE ... but only when they think that they can “get away with” it.

Usually, they do ... just like Velveeta Voldemort, our President, but I am fairly certain that the people you describe are just garden-variety Cluster Bs. Note that 1 in every 8 humans is believed to suffer from a Cluster B personality disorder. There are A LOT of them.

There is a word in Spanish that would work if the person were young. Malcriada. Which means they were not properly raised. Except that the personality disorder I am thinking about is common in these parts.

it is used by the right to demonise compassion and giving others time to speak. I appreciate that you may not be aware of this, but it may be better in the future not to use it.

Perhaps the word discriminatory would have been a better choice in the first instance. I'm not offended or demanding you to do something, I am simply asking for myself. You don't have to comply, but I would appreciate it.

There are words that could get you in trouble if you posted them here on DU. You know what they are. There are women who consider the words misogynist terms. And rightfully so. And the gay community, as well as the rest of us, find other terms objectionable because they have the same negative impact. They are politically incorrect by Liberal standards.

The words I'm trying to avoid are: white trash -- which is a lazy term for someone to use, in my opinion. But the concept that someone that has no other means of showing their contempt, doing so in a very visceral, "low class" way, is exactly the kind of word I'm looking for.

hopefully convicted of malicious mischief. Then you can call the person a felon.

Hooligan, punk, reprobate all come to mind.

Hope you can lock your outdoor faucets and take other steps to prevent that kind of damage. At the least, remove the handle on the faucet, so it can't be used.
