The 25th Amendment is a very poor tool for removing a president or relieving a president of his duties against his will, and the current situation really points up why. It doesn't appear to contemplate a president who fills the majority of his cabinet positions with "acting" secretaries (can an acting cabinet member carry out the duties of the 25th Amendment?) and isn't shy about firing cabinet members who displease him.
